If you have an iOS Version that supports Rotation Lock through the Mute Button,there is a big chance to get this issue cause of a confusion caused by the Settings.
Try the following:
Go to Settings and set Side Button to "Mute" instead of "Lock Rotation".
Next thing to do is to set Mute to Off and leave it like that.
It is advisable but not required to Restart the Device to ensure that it's not a crash related issue.
Next go ahead and try the Game or App that has No Sound.
If the Sound work you can go back to the Settings and set the Side Button to "Rotation Lock" again if you wish.
Note that you might have to be doing this every time you have this issue with an App,in my book it NEVER Appears twice on the same app.
